This is a general template for marking parts of pages as needing attentions for reasons such as: lacking details, questionable accuracy, bad wording, etc. Adds a small "label" and puts "description" into a tooltip of that label. Additionally, creates a reference with the same "description" so it can be easily found, and adds the page to maintenance "category".

This template prefers inline formatting of parameters.
